I have hyperpigmentation on my eyelids. Will this help to conceal it/even out my tone before applying shadow, or would you recommend a concealer as well?

Not the best for my hooded eyes
I wasn't really sure about the color of this primer to start with, it's pretty orangey for me, and I'm a pale cool undertone person. Once it blends in it's less orange, but the orangeyness did sort of gather in my crease and emphasize the...age of it. I'm in my 30s but my eyes are hooded and have started to get saggier on the top lid, with texture and loose skin. I honestly think that my eyeshadow application looked better, and didn't make me look older, when I wasnt using any primer. When I used this one, it kind of caused everything to suck into my skin texture and creases, and made me look a lot older in the eyes than I normally look, so that wasn't exactly a confidence booster lol. That said, I got it because people said it was good for sensitive eyes, and that was true to form. It doesn't bother my eyes at all. For people with younger eyes or more defined lids I'd say it's a solid product but for my level of eye age and texture and the hooded anatomy, it just didn't work.

New formula does not dry down
I have used Ulta's matte primer in the grayish tube for years. The new version, in the cream colored tube, is not the same. I cannot get it to dry. It also creases. I tried shaking the tube and squishing the bottle to make sure everything was mixed, but it made no difference. Hoping I can find the old formula on-line.
