I have hyperpigmentation on my eyelids. Will this help to conceal it/even out my tone before applying shadow, or would you recommend a concealer as well?

Changed Formula - Do Not Recommend
I used the original product for years and had no issues. Loved the product. I think they changed the formula. The consistency is not the same. The first time using the newly packaged product, my eyelids were burning. Will never use again.
What happened??
Bought a new one which apparently is a new formula. I've been trying to figure out why my eyelids have suddenly been burning every day. Stopped using it and the burning has stopped. Definitely won't be purchasing again.
Great for eyebrow primer!
recently, I had a small patch of eyebrow just disappear. I was using a liquid eyebrow pen to feather in "hair", but it was getting caught up in pores making it look blotchy. I had a shimmery version of this, so I tried it - and it did a GREAT job making a nice base for my liquid eyebrow pen. I went to Ulta to see what matte/skin color they had - and I found this. I'm extremely happy with this - and it even allows me to use a spoolie brush and soften up the lines - which didn't happen without this primer. It does set the brow pen until I purposely take it off. I'll be buying this again!
Easy to use
Tried something new for my shadow primer, loved the easy applicator tube, less mess. Kept shadow and liner looking neat for hours. Good product.
Formula Changed, No Longer Effective
This product used to be my HG; reasonably priced and compared well to more high-end brands. I recently made a repurchase of this and found out that the formula changed! It is MUCH more watery and does not allow my eye shadow to grip like it used to. By the end of my work day, I have deep creases in my shadow and it's sliding off. It never makes it through my work + school days any more like it used to (16 hour days). I will not be repurchasing this, unfortunately. Please bring back the old formula and I would love to bring this back into my routine!
