Most Helpful Positive Review Best waterline pencil liner EVER!!! Please don't stop making The best liner for my upper and lower waterline EVER!!! My eyes get watery and oily. Other liners never stay on. They smudge off within minutes.
This liner stays on till I remove it the next day with my eyes makeup remover. This doesn't smudge on me.
Please always keep making this product!!! There's nothing like it out there for me. I won't be able to live without it.
Most Helpful Critical Review Another letdown by UD I debated on buying this after being let down by their 27/7 eyeliner and lip liners. I ended up purchasing this in the color Street and while this did glide on very smoothly, it did take a couple of layers to really get the pigmentation. Unfortunately, after 3 hours, I can see that the pigmentation has faded quite a bit and the product has already worn off of the outer corners of both the top and bottom waterlines. In addition, it has also leaked/smudged in the outer corners of my eyes.
Overall, just another basic, overpriced eyeliner, that I would not recommend.

Goes on easy and stays on all day
Smudges badly 2
Lalla from Mississippi
I applied this to my upper lid and by evening it was smudged under my eyes ...and that was on a cool day with low humidity. The waterproof part only came into play for the smudges which were difficult to remove even with an oil cleanser. The second star is only because of the pretty color and smooth application. Only wish it stayed in place.

I love this pencil. Actually stays on me. I've tried dozens and was so happy to find this for my waterline. Highly recommend!

Doesn't stay 1
MommaG from Santa Rosa, CA
This product does not live up to the 24/7 waterline liner. It does not stay put all day or even for a quarter of the day. Not worth the price.
Uncomfortable, does not stay on waterline. 1
Kitty from Denver, CO
I don't have sensitive eyes (till I tried this) makes my eyes feel "tired" and irritated. It also doesn't stay or last on the waterline. Don't market yourself as a waterline eyeliner when it doesn't even stay vibrant or stay period on the waterline. Gives raccoon eyes. So uncomfortable.
Definitely would buy again 5
Mary from Long Valley, NJ
Haven't used makeup for years and this is easy to use, gentle in the eye as it is made to be used in the waterline.
The Fine Line… 3
Flower Shopper from Small town USA
I was hoping to find a product that wouldn't smudge, burn my eyes, and provided a concise opaque line.
The store staff suggested a few different brands, as I initially looked for a 'clean' ingredients list line that I would normally use. I looked at the best sellers, read a page or two on average reviews, and I am disappointed with the product's performance. The 'clean' products had mixed reviews for application longevity; alternatively, I had already experienced red eyes and the raccoon-mask liner smears with some of their other options (e.g. Benefit, ManEater, It's Liner, Neutrogena's kohl liner).
When it comes down to it, this product did not work for me and I will try to return it to try one of the other prestige brands.
Cons:
(1) Clumps on my lashes
(2) Produced pain-free bloodshot watery eyes
(3) Takes multiple passes to darken—even a thin line.
(4) Smeared almost immediately
Pros:
(1) Smooth, no tug, application
If you wear contacts, this is your eyeliner! 4
Becky from Iowa
If you wear contacts, this eyeliner is the best! I threw away so many contacts because eyeliner was transferring to them and would not come off even using peroxide solution. This has been a lifesaver. It's not waterproof, but works for every day use for me.
Doesn't burn my eyes at all 5
Nici from Florida
Doesn't burn my eyes! Finally, something useable. I've tried several types. This one is excellent. The KVD water liner burns like you know what.
What a Bummer!!!! 1

I love all UD eyeliner's and have never bought a eyeliner that claims is 100% used as a eyeliner for my inside waterline. I bought it on the spend 100$ and receive 500 points. I received it and decided that I would put it on at 10 pm let it set and then go to bed to see how it looked in AM. Now I did my left eye waterline with UD 24/7 waterproof, and my right eye with a NYX black pencil. On the NYX, I sharpened it and them took a match to it for a second or 2 to warm it and give it that creamy feel. Yes I'm a bit older(50) and we did this every day of High School. So I wake up at 6:30 am and on UD waterline there is not one smidge of the product on my waterline and not really sure where it went. The NYX was still in place but needed one stroke across entire waterline to make it look really fresh. I did not expect this result. Next night tried UD on both waterlines to see if I had rushed it or not set it long enough. In the am, not one sign of the UD waterline 24/7 ANYWHERE. I am so sad as I can't return it as I purchased it on the day you spend 100$ you received 500 points. Now I have another black eyeliner and will continue with a black wood pencil and put a match to it for a fabulous black waterline that is NOT a UD specifically made for smudge and waterproof waterline. I really am so disappointed!!!!!!

I would buy this product again and again 5
Makeup Critic from Houston, TX
I use it to tightline my lashes and do a tiny flick on the outer corners for daytime. I use alkaline for my blue-green eyes - it's a purple, not too flashy, but unique and flattering. It makes a great long-lasting smoky eye for night. Excited to get more colors.
However, if my eye cream/moisturizer hasn't dried all the way, it bleeds and rubs off. I think that's true for most eyeliners and makeup though. Once the creams set, it's totally fine and will last overnight if you need (wears down of course, but pleasantly). It's just something to know if you like being super speedy or if you're running late. You can put it in the fridge for 5 minutes if you need it to be a little harder.

There are very few eyeliners which are suitable for waterline. I picked up UD because of the reviews. It is very difficult to apply, not enough color with 1 stroke. Waterline is highly sensitive so you can't just keep on going (multiple strokes) to achieve that dark intense color. I was expecting better results for that price.
The good part is it did not irritate my eyes, I did wear it for the entire day.

Not a good product - ended up smudged and under my eyes in about an hour - I had high hopes for this product. Surprised there are any good reviews ….
It actually stays on. 5
Lolo from Pleasanton
I've tried many eyeliners for under my eyes since my eyes tear a lot. The line would be gone in a few hours. This stays on all day. I really like it
Not worth it 2
JessW from Pa
So over all it's not a bad eyeliner but the purpose of it did not follow through. It doesn't stay on waterline like it says it should. It is however a nice dark eyeliner but nothing different than any cheaper ones
Too light and smears in 40 minutes... 1
Linda P from Springfield, IL
I was so disappointed. This was the first time I purchased eyeliner from Ulta. Because they're costly. I apply to the waterline and in the corners. I asked for advice and was assured this would work perfectly. It didn't. Going back to natural.
Best eyeliner I ever used! 5

I water a lot of this eyeliner trying to sharpen it with a traditional sharpener. The Urban Decay sharpener is worth the investment if using this eyeliner!
Disappointed once again! 2
Dawnie from Modesto
Another product that doesn't live up to claim/description. Urban Decay waterline pencil eyeliner stayed about 1/2 hr. I was in excited expectation only to be disappointed once again!
my new go to! 4
lexi from PA
the crayon stays nice and soft, the black is blickity BLACK, and the pencil sharpens quite nicely ( i use the ulta brand sharpener). the only reason it's not a full five stars: if you have any sort of cream product on your eyes like a moisturizer or something, the pencil does start to transfer onto your eyelid from your top waterline. as soon as i started avoiding my eye area when applying all my skin products, it went back to being perfect!

Best Eyeliner EVER 5
Basic Beauty from Texas
I know I'm late to the party but WOW!!! This is indeed the best eyeliner I've purchased by far!! I have an oily complexion so the eye liner tends to run and make me look like a raccoon by mid day. Absolutely horrible!!! This eyeliner stayed put the entire day and it did not run at all. The best part, I usually set it with black shadow, but I forgot to do so and it still didn't run!! What?!?!? I'm sold!! Stick to ED eyeliners for sure!! Thanks ULTA!< 3

Not 24/7 3

I was so excited to give this a try after reading the reviews . Well not so good in my opinion, did not stay on my waterline and it smudged under my eye . And for the price you think you would get a better product.
