Should I have damp skin before applying this serum?

I have insanely sensitive skin so adding new products to my regimen is risky, this was packaged very well had a wonderful consistency and smelt nice but in the end after a few weeks of use it irritated my skin and broke me out!
Cleared up my hormonal acne!
I was down desperate for weeks with back to back terrible break outs. I came across this serum on tik tok and decided to try it out. I saw results within the first week.
