Make up suggestions

I'm trying to find the best eyeliner and mascara that's waterproof and smudge proof and it comes in Black that's reasonably affordable I've tried so many before I'm looking for recommendations.
I was taking a hypoallergenic because some of the eyeliners and mascaras I used would make my eyes burn or they start to itch so I'm open to either I just want to find one that's long wear and doesn't budge
