Yes, you can use MAC Powder Kiss Matte Eyeshadow with a water-activated liner technique, just keep in mind that adding water directly to the pan may cause shellac (hardening) to form over time. For best results, lightly mist a setting spray like Fix+ onto your angled brush (instead of wetting the shadow itself), then dip the brush into the corner of the eyeshadow.
