Is this mascara removable with soap and water?

Is this supposed to be in a package or sealed? I ordered it for pickup and it came to me without any seal or anything.

The BEST mascara in the world
I love this mascara! Ever since I discovered it, it's the only one I use! It makes my eyelashes so long and every time I use it I get compliments and get asked what mascara do I use. Thanks to this product I don't even need to wear false lashes.

Maybw thwy changed ingredients or the formula but it doea not work as well as it once did. Disappointing but at least it was cheap.
