Is this just for chrome polish or can you use it as both base and a top coat?

For color, you use this Step 1 base/top coat but have to separately purchase the Step 2 sponge pen. You apply a thin layer of the clear gel, LED lamp for 60 seconds, sponge this color dust on, then clear gel & LED lamp for 60 more seconds, & you're done. It's beautiful and chromy..at first but only lasts a couple minutes before it immediately starts chipping & flaking off. I started seeing shavings around as a trail of everywhere I went. Polish was missing from half of a bunch of my nails, just from grabbing things & washing my hands. I was able to easily peel off the remainder of my manicure. Wow, a great idea for cute quick nails, but something is wrong w/the formula that it will not stay on at all.

I got this with some chrome pens from Red Carpet. I have other chrome powders I've used with gel in the past. This was my first time trying Red Carpet products. I am VERY impressed with the way these perform with the 1&3 insta-chrome base and top coat. I tried it with my other chrome powders and what a world of difference!!! I thought the powders were lacking but product this took them to the next level! I'll be getting another bottle when I'm out and never looking back. I just can't believe how well this works!
Great For Chrome
This clear gel cures with just the tiniest bit of tooth to help cling on to chrome pigments, flakes and large shaped glitters. I don't have an issue with delaminating when using this to secure my add ins. I like it as a base coat as well. About to buy a second bottle.

Once I figured out how this works with the chrome pens, this was fabulous!! My only issue was trying to figure out if I did a full manicure with top coat prior to using the chrome, I did, and it worked!!!!
yes, it makes a difference
the holo/chameleon powders finish much smoother with this than other gel top coats. (tried with 2 other brands) having issues with it chipping on the ends, but I'm very rough on my hands and nails.
