Why does directions for seaweed night cream say to layer over serum and the herbal hydrating serum apply a layer over night cream? Which is it?

This can used as a lightweight moisturizer for very oily skin or applied over your favorite moisturizer or night cream for added hydration. For other serums, use under your Seaweed Night Cream. I have typically very good skin and I am on the sensitive dryer side and I need things that are not harsh or directed for oily acne. What products do yo recommend best? Good for skin
This night cream feels so good on my skin and i has a lovely fragrance. It is not heavy, but it is not fluid either. It feels just right for moisturizing and protecting my skin.
Love this cream
I've used this for a few years and it's a staple of my nighttime routine. I like the mild scent and it's very hydrating for my dry, 40-year-old skin. A little goes a long way, so the container lasts for a while. It can feel greasy if applied too thickly, but otherwise I have nothing bad to say about this product. I'd recommend it, especially for those with dry skin struggling to find a moisturizer that's 'strong' enough.

Fragrance is overwhelming and not good for sensitive skin. If fragrance doesn't hurt your skin then you may benefit from this product.
My First Night Cream
This product is heavy and does provide moisture in the skin. It does absorb well and when I wake up in the morning my skin feels very soft. A little goes a long way. Some may not be pleased with the heavy, greasy feel of the product but I enjoy it. I'm just disappointed that my face doesnt look radiant in the morning and it does (in my opinion) have a slightly sulfuric smell.
Made my face swollen and red
This stuff is thick like gum and does not rub in well. after 15 minutes my under eye area was puffy and swollen like i was stung by a bee and my whole face was red. Later on i had rough bumpy texture on my cheeks. Do not use if you have sensitive skin. Look at the toxic ingredients list, it cant be healthy for any skin really.
