Spray generously onto brush to dissolve any makeup. Gently tissue off any many residue. Can also spray directly onto towel or tissue first before applying to the brush. Lay Flat to dry for 1-2 minutes. For best results clean brushes daily.

I bought this today for the first time. Is it supposed to have a seal on it (like a thin plastic that keeps the cap on/bottle closed until it is removed by the purchaser)? They only had one bottle in stock so I couldn't compare it to any others. Also, the liquid is filled to the top of the letters of "BRUSH", not all the way to the top of the bottle. Is that normal? The staff member said it was, but I'm worried that maybe someone had opened and spilled this bottle. I don't want to have paid for something that was used.
