If my daughter will be 18 by March can she still buy her ticket in January? To be clearer- she will be 17 when she buys the ticket but 18 when doors open in April.

Yes, because you don't need an ID to Purchase a ticket! They will match your Ticket Name to the ID at the venue and check the age!
