Will this product help with redness around the eyes since it is cooling? I'm not sure if it is allergies or what is going on but instead of dark circles I have redness top and bottom of my eyes! Help!

Formula change?
This is an item that I repurchased after emptying my other one that I bought a year ago. Unfortunately, this one seems to be a new formula or I received a defective one? It does not glow nearly as much as the first one I bought last year, and it does not give the cooling sensation really at all. Without those two components, this item is useless.
